I am a statistician and a data scientist. I am good at machine learning and data science. I can build the scrapper using python , and I can do the ranking of tweets on set of keywords. However, I can't build a dashboard. That you will have to get done. However , the works prior to that are very much related to my skills.

I've knowledge of data libraries in python like Numpy, Pandas, Scikit learn etc. Also will help in visualizing data using matpotlib library of python.

I can upgrade your proposition by doing an AI that reconize every words that are miss spelled in any langage, this way even with typo the tweets will be register in the database. It will be much harder for non latin langage so i would need some langage specifications that you want.
