Develop a Device based on the Udoo NEO Extended or the Raspberry Pi.

We need to develop a device based on the SBC Udoo or Raspberry Pi, something similar to an access control. Development in Python preferable The device should be able to connect to the Internet. I should detect the proximity of an smart phone, call a web service and depending on the answer of the web service set an Digital Output to High. The device should include a camera capable of reading QR codes and call the qr-code link and get the answer to again trigger a digital output. Parameters to connect to the internet via WiFi should be restored after power down and easily changed via Bluetooth or a console connection. We will provide the required hardware.
