Python FX currency back-testing engine

The goal of this project is to create an automated FX trading system capable of an, at least, 15% tax-free return on an annual basis. The project will be split into 2 parts, the first is to build an automated back-testing FX “engine” which allows me to use parameterized inputs to back-test various indicators against historical “tick” (1 minute) data. The first part of the project will require : data to be read into memory, a set of indicators to be built, a ‘decision-engine’ to be built, and various outputs (measurements) to be collated. There is no GUI work to be done, this doesn’t need to be pretty, it needs to churn through lots of data making decision and giving output. I am expecting that the base code is built by you, but in such a fashion that I can tweak the ‘decision-engine’ (herein lies the intellectual property that I don’t want anyone else to see). IF the first part is successful, then I will want this expanded in a second chunk of development to interact with an FX trading website via API so that automated trades can be placed. The quotation sought is for the FIRST part of this project only, and I expect it will take me several months (part time) to see whether I need the second part or not. I want this built using Python, using simple code (I haven’t coded in 20 years). A strong preference is if you have coded currency trading / FX trading before. You will want to read “Python for Finance” by Yves Hilpisch, as I believe many of the items noted in this book will make your coding job much easier. In short, you will read input parameters from a file, load historical FX data, then run a series of models buying and selling currency based on the input parameters, outputting such run-data into another comma separated file so that I can easily load it into something like EXCEL for data analysis
