Small Windows App that polls every 10 minutes and displays image

This is version 2.0 of an app we currently have. The app is a Windows Gadget, gadgets no longer being supported by Microsoft. We therefore need this made so it will run on most versions of Windows, definitely XP/Vista/7/8. If you have the ability, you can download the gadget and see what it looks like from here: [login to view URL] You can see the instructions for the gadget here, so you can get an idea of what this new app should do: [login to view URL] For this app, we would like (if possible) for a widget or something to remain on the desktop at all times (regulated to the bottom of any other window of course except as noted below). Every ten minutes, the gadget shall read a one character file from a website from the file code.dat. The file shall contain a single ASCII character, 1, 2, 3, 4, or 5. Based on that, the gadget shall load and display a gif file, named appropriately [login to view URL], [login to view URL], [login to view URL], [login to view URL], or 5.gif. If the number is LOWER than the previous number displayed (i.e 3 instead of 4), then the image will pop up a window that displays over every other window. The window will display the following message: *** DEFCON Warning System *** Alert Condition Upgraded It will also play a sound file. Thus, you will need the gadget to remember what the last number displayed should the code have changed when the computer was off so it will display the alert if the code is lower when the app is run. The app will also poll another file called ver.dat. This will contain a number, decimal number, which is the version number. (2.0 in this case.) If the version number has changed (say, 2.1), then it will display a flag at the bottom indicating a new version is available. The app will also poll the website to see if it has been updated. If the website [login to view URL] has been updated, it will display a flag at the bottom indicating that the website has been updated. Clicking on the app will clear this flag. Again, app will need to remember when the site was last updated in case it is updated when the computer is off. Create a file called [login to view URL], which will contain the following user-editable information: name of the website to check - In this case [login to view URL] number of seconds between polls - In this case 600 (10 minutes) file for the code - In this case [login to view URL] file for the version - In this case [login to view URL] We need these in [login to view URL] so we can change the values for testing. No need to frighten the public by changing [login to view URL] to 1! Clicking on the window will open the DEFCON Warning System website. Right-clicking will open an options menu allowing the user to: Enable/disable pop-up alert window Enable/disable alert tone Enable/disable website updated flag Enable/disable version updated flag About - Give yourself credit, display version number, and display copyright "Copyright 2013 Everlasting Software" The website this is working with is [login to view URL], so you can observe what the different numbers mean and understand why some need to flash and others don't.
