Build a Windows-Service that Splits a Mulitpage PDF according to a Barcode which is within the document

Dear programmer >> for a small Product extension I need a Windows Service (small application including source code and IP rights) that does the folllowing: a) Watch a folder b) if a PDF file is put in the folder >> analyse the file c) if within the file is a barcode (thype EAN128B and/or Code39 or QR) >>> then split the file into mutliple files according to the barcode as splitter d) put the file into a target folder (configurable) c) name the file according to the value on the barcode (i.e. if the barcode is called 12345 >> then file should be names 12345_[+Filecount].pdf) d) put the original file into a 2nd folder "success" (configurable) e) if the file does not contain a barcode of if the barcode is not recognized put the original file into a folder 3rd folder "error" (configurable) f) make the full process possible for N configurations so ultimately you have multiple watched folders with the same possiblity there are many solutions in the market that dothis alreday calles "a-pdf-split" however, we need for legal purposes to own the iP rights for this service
