Connecting digital scale with php

Hello freelancers, I have a digital scale (the one used in super markets for weighing fruits and vegetables). I want to connect this with my php web application. My application will be on localhost so I have full control on the application like installing modules, configuring [login to view URL] file etc. The digital scale can be connected by using network adapter or serial port. But I prefer Network Adapter. I need from you any one of the three options: 1. A php web page that will control the scale, by controlling I mean get data from the scale and show on the webpage, you can use javascript or jquery for this purpose php is not necessary. 2. Use middle service (I prefer C#) to connect the scale with php. 3. Save / Export data from the scale to a csv file, json formatted, xml formatted, or dump directly into the database. Please bid accordingly, and If you have experience in doing this type of work befor. I am open for suggestions, but suggestions should be accurate not some alien language or logic. Thanks
