Need to develop a DCS for opengts/GTSENTERPRISE

Hi. I have a tracking software which is used for Vehicle tracking. and I need a J2EE expert to develop a DCS( device communication server) for the software. the function of DCS is to intercept the protocol (in this case ais 140 standard, document attached for reference) of the gps devices on the field and lay it out on the software.( for information on how to create a DCS you can refer to opengts config attachment file in section 9). Someone with very strong knowledge in J2EE or previous knowledge with tracking systems will be considered. for any further clarification please feel free to message me. thanks
