Build a web portal/application

Looking to build a web based application. Need an experience programmer to be able to build it quickly and cost effectively. Below are the details: A web based portal which can be accessed via the login link on our website. The portal should have the ability for users to sign up via our website with their official email id’s and by choosing a password (We will provide the fields to be captured). The portal will have the following features (We will provide exact information once we award the project) 1. Ability to open a service request (like raise a ticket) 2. Ability to add information to a service request (We should be able to edit these fields from backend) 3. Ability to attach files with the request 4. Ability to assign a due date for the request 5. Ability to track status 6. Ability for us to respond to the service request (Accept or Decline or Comment) 7. Ability for clients to review and accept, decline or comment 8. Ability to set milestones for the service delivery (dates) 9. Ability to attach files with the responses 10. Ability to attach responses to milestones and mark them complete 11. Ability to add/delete users (both clients and us) 12. Ability to purchase points (cleints) with payment gateaway 13. Ability (for us) to deduct points manually and automatically when service is provided 14. Ability to award free or trial points 15. Payment gateway integration (for global use) 16. Ability to send email notification to clients as defined by us 17. Service history. Client should be able to access all service request history and actions like a timeline. 18. Account management and profile management. Ability to access transaction history, points consumption history and also invoices along with standard profile management 19. Ability to assign account administrator (client side) who will approve disapprove all service requests before they are placed. 20. Other features as required (minor ones – All major ones are covered)
