3D Animation movie

I work like to create a musical 3D animation set of videos...the total length of video is about 18 mins and there about 10 songs. I already have songs compiled, characters modeled in blender and working on storyboard for each song...What i need now is an animation specialist that i can work with to bring it to live...
I must emphasize that i am on a constrained budget so i CANNOT spend beyond one thousand dollars...If you cannot work with this budget then please DO NOT bid for this job!
I know exactly what i want but i can also give room for creativity.
Lastly, i expect the delivery of the movie to be in video format (individual songs) and blender files (or what animation files you have created).
