Create Effect in Adobe Premiere

Hi there, I am seeking a skilled video editor to create a soundwave / audio spectrum effect in Adobe Premiere Pro. We're on the radio every day and have prepared a static image, but want to play the music on top of the image with a radio wave effect so it looks more of a video, instead of just audio on top of a static image. An idea could be if we provided you the audio file and image (which won't change), then you can create create whatever effect you can, and then every day I can just replace the old audio with the new one. If this is too difficult to accomplish through Premiere and you can only do it on After Effects, provide a quote to export a new file for me every day by just replacing old audio with new one. Thanks!
