Individuals only - link building

I need somebody to get me 20 one-way links for my own site. I'm a freelance writer with numerous customers, and am also interested in offering link building to my customers so the person who does this job will also get the job of link building. I may take on two people, depends how the bidding looks. Initially any PR will do, but must be Google indexed at least. Relevant content on the site with links. No link farms, and no pages with more than approx 40 links. Please provide a price per 20 links and also whether you guarantee a PR with these links. No matter how small the PR, it doesn't really matter at the minute because my site is only PR3 as it's comparatively new. If you can provide more than 20 links give me a few prices. Payment will only be made on completion and when I have verified the links. Please note this is an important point, I've already had to cancel one project because of the coder requesting part payment up front.
