Build OpenID Connect (OAuth) / Xamarin Implementation

Looking to hire someone to create authentication platform using OpenID Connect. The goal is to create a service similar to Google+ or Facebook login, where various apps and websites can have users login with our authentication platform credentials. A strong knowledge of OpenID Connect, OAuth and web security is a must. You will be responsible for choosing an OpenID Connect implementation and building a simple Xamarin forms cross platform app (native code is not acceptable), which registers users by having them enter their name, address, age, gender, license (or other id), e-mail and password. The authentication server will need to be setup and standard code will need to be written to allow the login feature to be implemented on third party apps and websites (think Google+ login). We want to be able to provide others with this standard code to allow them to easily setup our login features on their app/website. I would also like to build in two-factor authentication (implementation to be discussed), whereby when a user authenticates by entering in their username/password on a website or app, the user must also perform a second authentication on our Xamarin app. This is a fixed fee project.
