Hi there, I would build a fully responsive web app for image hosting as described. Users could log in/register, but could search the images without being logged in. Admin user could upload photos and manage them, manage photo categories, manage users and manage site config. Admin could specify any number of keywords/tags at the time of uploading a new photo, we can include more fields if needed, eg. photo title, photo description, and such. Rest of the users/visitors could enter any category from the list and browse the images in that category, or search for images from any category. When inside a category we can limit the search to only search in the current category, or even have a categories dropdown next to search at all times to allow for searching in desired category, and then default this to category one is in, if not in a category then default to "All categories". I could allow for nested categories. I would code it in PHP/MySQL, CodeIgniter framework, Bootstrap 4 for a nice and responsive UI, I could use Vue.js to make the front end code more modular. Code would be clean and easy to maintain and extend. I would make the mobile app in cordova framework, meaning it would be a hybrid Android app. I would deliver the source files and the compiled APK. Since it's a hybrid app it can be compiled for iOS too, though I won't include that as a deliverable since I don't have the necessary hardware to test, nor do I have experience compiling for iOS.
