Automatic Penalty Charge Feature on WP and/or Stripe

We are an Online Rental startup offering Gear Rental of a wide range of equipment and products. Our rentals are completely charged online through stripe. We are currently charging the rental price online plus a security deposit (authorization hold) in two independent transactions through stripe. This procedure is too hefty and the preauthorization does not cover our backs properly (it covers possible damages to the product but not delayed return or no return of the product) We are looking to set up a penalty charging facility on WP and/or Stripe to secure the additional costs that could arise on the rentals from delayed returns, as well as damaged or missing products. We want to be able to use the credit card information stored on Stripe on the first transaction to deduct these penalties from the users without need of a second authorization and without generating for the user the limitation on its credit available.
