My business requires a simple LMS to ensure it's employees are regularly tested on company policy. This is a compliance requirement and a training opportunity.
YOU MUST ANSWER THE QUESTION AT THE END OF THIS BRIEF TO BE CONSIDERED.
It is expected that this service will be a customised version of Moodle or Woocommerce, but I am open to other suggestions.
I am seeking someone to deploy an instance of an LMS (I will pay for the service/hosting), set up 3 users, set up 1 course, 1 multiple choice quiz, set up an automatic renewal of the course certificate and report to management if the course isn't completed successfully.
And, I'll want basic training to develop the service further. This may come in the form of a simple instruction document on how to set up the next course, or a phone conversation.
CONTENT OF THE FIRST COURSE:
1. You must pay for ice-creams taken from the Office fridge before you eat them
2. You may never have a free ice-cream, or pay for them later
CONTENT OF THE FIRST QUIZ
Which of the following statements are true?
1. I may have an ice-cream, if my manager gives me permission
2. I can have one free ice-cream on days when the temperature is over 35 degrees
3. I must always pay for ice-creams in advance of consumption

CERTIFICATE RENEWAL
The course can be made live immediately. The Users are notified.
Once they have completed the course (they can make unlimited attempts), the course renews at some point in the future. The User receives email notification at -1 day of the renewal date.
My preference is that the new renewal date is "the 1st Monday of the next month", or the "3rd Tuesday of the next quarter". This is so all the employees are likely to repeat the course on the same day, regardless of the fact they didn't all finish the last quiz on the same day.
However, I will settle for +30 days if this isn't easily achieved.
REPORT TO MANAGEMENT
After the course renews, and if it isn't completed within 7 days, I want the Office Manager to be notified by email.
After 14 days, and if it still isn't completed, the Admin is notified.
I do not want management to have to login and request reports for this information. It must be emailed to them.
TENDER REQUIREMENTS
Please indicate whether you can meet the requirements of the brief and especially how you intend to tackle the automatic renewal of courses. Please also indicate your expected timeline to complete the development (it is not urgent) and what software you recommend to develop the service.
I am open to using commercial software as well as open source.
