I'm creating a web site to store articles about information security. While the predominate focus is point-to-point-encryption (P2PE), many other topics will be covered. I am looking for someone who has excellent skills in HTML5/CSS3 and has a flair for presentation. Must also know how to handle session ID, user login, cookies and other types of interactive content. Most of the project will be split into very, very small code snippets. As a result, the anticipated budget for each phase of the project may be from $100 - $250. However, I expect that there will be dozens of phases to complete the site. Phase 1 is simply the home page with navigation bar and some basic content on the home page.
Please review the attached image files for the required look/layout of the website.
