Debug Visual Studio 2019 solution compilation problem -- 2

Some days ago the solution broke down after we updated the visual studio to the latest version (from 16.5 to 16.7). The problem initially affected the whole solution. After performing some fixing, the error got isolated in the Xamarin Android project. In particular, Visual Studio hangs forever when rebuilding the project or deploying/debugging the app in a physical device.
The problem also extends to the NuGet Package Manager as the NuGet Package Manager Console freezes when running any command like "add-migration" or "update-database".
I have not been able to track the problem. My initial thought made me think about the new Visual Studio Community release as the origin of the issue. However, I could not find any post or reference related to this.
