Setup Identity Server 4 template with custom password logic

We are looking for someone to setup a working template project of Identity Server 4 with an example, custom logic for authenticating users and setting claims.
The project is very straight forward:
1: Start with an existing IS4 template from github. Your choice.
2: Modify the authentication code so that any user gets authorized with the password consisting of their username + the string "123". This is where we will later add our very bespoke code.
3: Add a claim [testclaim] with the value username + the string "ABC"
4: Setup a .NET C# test api that uses the IS4 project for auth. A basic web service returning logged in username and the value of testclaim.
5: Setup a .NET C# test web application that calls the API and shows the returned data from the service.
All in all three small projects that illustrates the use of IS4
