Small C# application cleanup/fixup/setup

I have this simple screenshot application created in C#, developed in 2017. It basically allow user to upload screenshots to a server.
Recently, I have to add the line below for it to work and I manage to run it just fine by running the release/debug binary file afterwards. However, it needs to be re-packaged into a setup project and I'm not 100% sure how to do that. It might just be a few clicks in Visual Studio...
I want a C# expert to do this review.
In addition, I would like to have it reviewed and see if you find any improvements on it to look more professional for instance during setup. Maybe some error checking and upgrade code to run more smooth on latest Windows 10.
