Single page website with minimal content

I'm interested in hiring a web designer/developer to design and code a simple, single page website. The designer should be experienced in minimal design. I'm not interested in animation, video or audio, or any unnecessary or distracting elements. An example website is attached, just for inspiration.
The site may be a built as static html, or Wordpress, whichever the developer prefers. The finished site must be responsive and coded well, such that if I run it through a W3C Validator it won't fall apart and fail on every level.
The webpage will consist of the following items which I will provide:
1. Logo/brand and tagline
2. Introductory text
3. A basic contact form (name, email, message)
4. Contact information, e.g. street, city, state, zip, maybe a google map
5. Business hours
6. Menu of services, in which case there will be three or four services that should be formatted as a simple heading and brief text for each - no prices. Very simple.
When responding to the bid, I'll give extra consideration to any respondent who writes, "I read the summary" as that way I'm able to know who actually read the scope completely, and I can disregard bots that automatically bid. Thank you.
