Build Web Forms in Java API integration with Open Web Services

Looking for develop various Web forms in Java, with an excellent visual UI. Must know APIs, JSON, XML, Open Web Services, REST, SOAP. Apache. MySQL. Linux. Data Bases. In the future this will be transform to an Android App, Android Studio, so its is necesary to be familiar with Tokens and data parsing (not now).
- Is basically a web app, to send offers to an specific client, and the offers will be accepted or rejected by the client. Various users will use the web app from both sides.
- The web app will be upload in a cloud services provider, or in our own dedicated Linux server in our office.
- All the code must be send to be tested and implement and will be owned by us. We will pay you only when the web app is working and tested.
- We are looking for a long term relationship. If you can do this first module, we will work with you to make more modules, so the system will grow. We want to integrate administrative task in one web system.
- We will send you the model of the user interface. We already use an web app from a provider, we want the same thing.
- Items and services, will be loaded from a list of prices from a DB in MySql or other open source database. The source is an excel original file.
- Supervisor Users (a list of 20 users or more), will fill the form with the items and send the offer to a client (another 20 users or more), via http over the internet.
- The form will contains the items with a price, other fields with extra description filled by the user.
- The form will have various status (offer in progress, approved by the client, rejected by the client, canceled, done, and a couple of more status)
- The web app must sent also a basic notificacion mail, to the supervisor, and the client, to let them know that there is a form to be approved in the system, or let the supervisor know that the offer was rejected.
- The system must be capable to present and export a report about: how many offers are done, how many are approved by the client, are rejected by the cliente, and the total in usd.
- A basic console administrator who can add, activate, deactivate users
- A basic console administrator who can change the status of the offer, or re assing the offer to another supervisor, or another person in the client side.
- There must be a general screen where you will see, all the orders in progress, with the status.
- All the orders will handle an unique ticket
