Improve our Google PageSpeed Insights score on Mobile: Optimize Ruby app on AWS & CloudFront

OUR SITUATION:
We are trying to restore our Google PageSpeed Insights score (Mobile) on several pages on our website. We were scoring 95+ on Mobile, but now we are scoring 59. We made some changes to our code that may have caused this drop on our Mobile score, but after investigating for some time, we are unable to find the cause. Our Desktop score remains perfect. The programmer responsible for the code on the site says that the drop in our Mobile score is due to changes that Google made to how PageSpeed Insights calculates its score. Either way, we need it fixed.

Our site is hosted on AWS (using the load balancer and Aurora for MySQL). Our goal is to restore our Mobile score to 100/100.
We have attached 2 screenshots of the Google PageSpeed Insights reports for both our Mobile and Desktop pages.
WHO WE ARE SEEKING:
We are looking for someone who is highly skilled with troubleshooting and optimizing for Google PageSpeed Insights and who can code in Ruby on Rails too and work with CSS too. Knowledge of Ruby and MySQL (AWS's Aurora) is probably necessary, as the problem could be inefficiencies in our Ruby code.
OUR GOALS:
1. Improve our Google PageSpeed Insights score as high as possible on Mobile while preserving our current 100/100 Desktop score. (PRIMARY GOAL.)
2. Ensure that your solution is compatible with our AWS and CloudFront configuration.
3. Optimize our Ruby code and configuration for us (ideal), or tell us what we need to do (less ideal).
4. Optimize our Linux and Apache configuration if necessary (ideal), or tell us what we need to do (less ideal).
5. Upgrade our current Ubuntu Linux on our server from 14 to 16 (optional, but highly desired). This would involve a taking a "snapshot" of our instance on AWS, performing the automatic upgrade at the command line to see if it upgrades without any problems, debug and troubleshooting if necessary.
OUR REPOSITORY:
Our repository is hosted on Bitbucket, and we use Capistrano, so knowledge of Capistrano is a plus but not a requirement.
