Simple php project for Beta phase website. ''Live Mode'' & ''Test Mode''

I have an existing website that isn't quite ready to be live but all of the files are loaded to my website so it is currently visible to the public when I don't want it to be.

I have had a feature added to another website I have where the administrator can select either "live mode" or "test mode" from the control panel. If the administrator selects "Live Mode" the website is fully functional to the public. If the administrator selects "Test Mode" he will setup a user id & password that authorised beta users can use to access the website. Keep in mind once the user logs in they can have access to the website as if it was live. They can login to their member (driver) profiles and the administrator to the website can login as the adminitrator. Once logged in they won't have to continue to login in for each page.
