Network Layout - IT Infrastructure

Hello,

A new clinic is being created and we need to create an efficient and effective IT infrastructure:

The clinic consists of 7 medical rooms (various practices), an X-ray room and a reception. In each of these rooms there will be a PC.

The x-ray room will have a PC connected to the x-ray equipment.

The 7 medical rooms must be able to access the stored x-ray images (using the x-ray provider software). The x-ray provider software will give license to a master PC and other slave PCs.

We are also considering an internal server (which will act as a file server), this server should also host the clinical management system (which will be web-based wordpress).

Three PCs should only have access to the internet, the rest of the PC should have very restricted or no internet access at all.

Receptionist have access to dental management system (local server), and potentially gmail (or google servers - where emails are hosted).

We want to make sure we have a very secure network as we will be storing sensitive patient information and patient records.

We would like an IT professional to propose us the best and most cost-effective solution (ie, layout) for this project.
