ASP Programming for client agreement

Right now, a client will fill out a contract and fax it in after submitting a lead on the 2 sites below.

We would like to replace this with an online signup where client fills in the same fields, has error checking, can come back later and fill out a partial application, electronically sign it, and pay using paypal online to complete their join process. Needs to be easy to use and maintain look and feel of website.
