guruscript freelancer script needs to be fixed

Hello I am in need of a expert coder to fix the script I bought from guruscript. I have already spent much of my time and money on this site to find many problems, I need to start making money and I have over 200 members so I cannot start from scratch again. I am willing to pay you $300 a week for the next 6 weeks to have these problems fixed. I will release $300 each week if you can show me results. This is not a easy job and only highly experienced programmers should apply, I expect to be to informed when each problem is fixed so I can test and then we will change what is needed.
My site is a freight transport site which allows customers to post freight jobs which transport providers then quote the job and the customer picks the best. The customer posts a job for free or if I choose will pay a $5 fee which will be refunded when the job is completed. The transport providers then quote the job and when the customer chooses the transport provider the transport provider then accepts the job. The customer then will upload the escrow payment to the site which should include payment for the job and the percentage owed to the site. Now when the job is complete the customer will release the payment to the driver and this is when the percentage should be taken out from the drivers payment that is owed to the site by the driver. The customer and driver will then be able to leave feedback for each other.
The problems are as follows.
The sites website config page is not working properly I cannot change the amounts charged and the site is not charging members for posting projects. You will need to test these to see what the problems are.
The site does not send emails for new jobs to the members in the areas they have selected to receive notices.
The site allows bids and messages sent between members to go straight to the member but should be approved by admin first.
The site sends contact details to the members before they upload any money which means I do not make a percentage for jobs and no feedback is left for the driver.
When a member becomes a VIP the payment should be paid as a subscription payment but is only a one time payment at the moment,When the VIP membership is not paid the member stays as a VIP this should be that the member returns to a normal member if payment is not processed. We offer a 1 month, 3 month, 6month and yearly VIP membership.
At the moment all new members get 1 month free of all fees this needs to be changed to all members pay fees for jobs and I would like a option to give a coupon code to a potential customer for 1 month free if I choose that can only be used once.
We will have to have regular communication to work through this problem by email as I cannot use skype etc
