making a link using mklink dos command, privileges problem

I am having some issues trying to make a link between 2 folders on my Windows 7 65 bits desktop computer. I did it in the past and it worked, now it seems I don't va enough privileges, but I am logged in as an administrator. Crazy Windows!

What I want to do is linking 2 folders together by using MKLINK so when I save a file on that folder Windows will really be saving/reading it from the destination folder. By doing so I will be able to have a folder on my Google Drive Cloud and my Metatrader appication will be able to read the Files folder from any computer that has that same mklink link created.

On my Command dos prompt I typed the following but I get not enough privileges error.

mklink /D Files "C:\Users\Usuario\Google Drive\sdlevels"

I would need help fixing that problem. I have UAC settings to none, don't know what else to do. FIles are located in appdata folder, buy I also tried to do it on C:/ folder and the same result, not enough privileges.

Windows Server 2012 Standard: I've tried to do this on my Windows dedicated server dos prompt, but mklink command does not exist.

WHAT DO I NEED?

1. Making the mklink work on my Windows 7 64 bits so that I can link 2 or more folders. I would need to link 2-3 folders with the same destination folder on my Google Drive cloud

2. I would need exactly the same thing on my Windows Server 2013 standard, linking several 2-3 folders with the same destination folder on Google Drive so that both by server and desktop computer are saving/reading from the same folders/files.

We'd need to use Teamviewer in order to do this, you'd be able to control my desktop and server from there.

Please let me know if you can do this, I guess there must be some silly thing to modify on the desktop.
