Looking to build a very simple, auto classifieds website. Should also be viewable on mobile web browsers. Main features should include:
Search by Zip Code Distance
Search By State
Category Filters
-Mileage Range
-Year Range
-Title Status
Ability for users to create accounts to post their own listing
-Verify User account with cell phone number and text confirmation.
-Users can create, modify, or delete their listings.
-Users can create listings for free
Admin Backend
-Create/Modify Categories
-View Flagged Listings and Users
-Payment Overview
Payment Integration
-Paypal
Ads and Promotional Features
-Paying a certain amount will allow your ad to appear at the top of the search results
-Integrate modern ads (such as adsense) within the listings search results
Automated Spam Defenses
-Limit frequency of posting
-Verify IP is posting within same timezone their IP designates
-Identify duplicate listings being created.
Photo Compression
-To minimize hosting storage and bandwidth
Most importantly, the website needs to also include a way to include listings from others websites:
-Craigs-list
-Offerup

Information from scraped website listings will need to be displayed in the new website in similar fashion. For example "year, make, model" etc etc so that users are able to display listings from alternate websites as well.
