integrated pay per minute chat software for existing website

I have a website (WORDPRESS) which is somewhat complete, just needs tweaking, but i am looking for someone to develop a pay per minute TEXT ONLY chat script that can also work as a pay per minute chat service for an advisor website. This is only required for windows pc, no mobile integration is necessary at the moment but can be discussed if the cost is not much more.

I NEED YOU TO DEVELOP THIS CHAT SYSTEM, I am NOT looking to add an existing software that has been developed by another company as I do not want to pay monthly fees or commissions to them. You need to develop this ppm chat software so that I can make changes to it as the website expands and the needs of the advisors/clients change.

I need:

* Two way chat (PPM) text only, which will be connected to each advisor's profile on the website. See [login to view URL] and [login to view URL] as sample sites. Each advisor can amend their profile with updated per minute rate and so on, and these changes will reflect on the chat.

* Ability to set a flat fee as a "special offer" ie" 10 minutes for $30 and so on, this feature will allow advisor to set a timer off how many minutes are purchased. Once credit runs out or timer runs out, payment window to add funds will automatically pop up again.

*USD And AUD currencies to be available on chat system. Charging to start after automatic initial 3 free minutes (with the personal option to remove/cancel or extend these 3 minutes by each advisor)

* Advisors will pay a commission to me in each call.

This will be a percentage. This commission can be instant (to be taken out at the end of the each call) or invoice to be generated automatically once commission reaches 75AUD. Client will have 48 hours to pay this invoice or account will be suspended

* all clients must have a minimum credit in their account of $20usd beore they can make a call. This credit is deducted when an advisor is called and their per minute charge begins, and can be topped up during call if they wish to continue. Once credit ends the call is placed on hold giving the client to the option to top up or hang up. I would like an option for the advisor to cancel this top up if they wish to finish the call with no charge. See sites like [login to view URL] or [login to view URL] as examples.

* Payment system is all through Paypal

* Advisor to have the ability to pause charge, offer full or partial refund, cancel a payment request or extend the initial free 3 minutes by another 3 minutes. I would also like a history button to be available so if the advisor presses this during a call, a pop window opens will all the history chats with that specific client. These chats must be clickable and open up on a browser tab

* the only buttons on chat window for clients are END CALL and BONUS/TIP if they wish to to the advisor a bonys amount. The other buttons and features are only for the advisor chat window.

*Review system for clients - ability to leave a review after a call - they have up to ONE WEEK to leave a review and it cannot be changed.

* advisor option to block and report clients to site owner

* on actual website profile, the client can have a history tab where they can revert back to all chats made on the site. This history is to be cleared after 3 months

* on actual website, the advisor will also have a history tab with search facility to find client chats. THIS HISTORY IS TO REMAIN AVAILABLE PERMANENTLY only for advisors.

On website all personal details to be private. Peer to peer messages not to display email or contact details.

* option to share photos which are deleted at the end of chat so it doesn't use up space on site
