Send message from Raspberry to Android phone using bluetooth

A php script is running on a Raspberry PI 3 B+. From that script, I need to send text messages (0-30 chars) to an Android phone using BLUETOOTH connection. The phone connects to the Raspberry using predefined MAC address and passkey. Only one user can connect to the Raspberry. The app shows a popup message, user can acknowledge or delete the message. If the message is acknowledged, it should be stored in a small database on the phone. The app should be able to show the message history and messages can also be deleted from this menu. App should be able to send back a message to Raspberry when user wants to. This message contains a part of the message originally sent from the Raspberry.
