Wordpress Plugin - handle Upload/retrieve files link with WP REST API with Oauth

We have a Wordpress, with WP API( rest api) and Oauth 1.0a enabled

we want to make file upload/retrieve link to be possible with REST API too, so we will submit a html form request to a wp api rest link e.g. [login to view URL], then it can return a JSON to tell me upload detail: e.g.

you will need to make it as a wordpress plugin and able to install / uninstall / upgrade
