Data Manipulation Task in R or Python

I have a specific data manipulation problem that I want to solve. Preferably in R although Python is OK too. I prefer to do this right now. Let me give a simple example of the type of problem that I am trying to solve
Suppose that we take a dataframe like the attached.
KF3 will have the values of KF2 subtracted from KF1 in proportion to the values in KF1. This should be done by subsets of combinations of Col1 and Col2.
KF3 row1 = 10 -25*10(sum(10,40)) = 5
KF3 row2 = 40 -40*10(sum(10,40)) = 20
This is just an example. I would think that the best candidate for this would be someone that knows [login to view URL] and .SD concept well.
