Salesforce: "Create Opportunity" calls an external API and submits XML code -> "Salesforce External Services" Solution

Our preferred solution is a "Salesforce External Services" Solution.
In case of an event, like if a special flag has been set in the opportunity, a call to a rest API will be executed.
For now this should happen directly after the creation of the opportunity if one or multiple fields are filled or contain specific data.
The API call should be in a specific format (XML) and transmit the opportunity ID.
The endpoint (API) to be called will look like this 'http://api_ip/services/rest:8040' . The port which has to be called is fix and can not be changed so it has to be port 8040.
Example XML code which must be send to the rest API via POST exactly like:
'<?xml version="1.0" encoding="UTF-8"?>
<root><option>'+opportunity_id+'</option><credentials name="username" pass="password"/></root>'
Use case 1
1) Trigger: opportunity creation and opportunity field "A = 1" (sample condition) --> call api and submit some opportunity field's data
2) 5 min later check if opportunity field is filled with specific data
3) if field is empty repeat step 1), of not - fine.

- documentation within the code
It should be possible for us to change the API endpoint, the record to be sent to the API and the triggers.
Required:
A) which IP's we have to allow to connect within the server firewall to enable the api call. Here we would prefer to allow only a single IP or IP block instead of a long list of different IP's or IP blocks.
