Gimp script developer for Batches of Designs

I want a script like the one in the attached video. A higher resolution is in my dropbox folder at [login to view URL]
I want the script to create a batch of designs from a template by importing a list of words or an image from a folder.
I don't know how it's done, but I would like it to be done in GIMP as I do not have access to Photoshop. Please let me know how much you would charge to do it because I don't know how complex it would be or how much it would cost.
