Resolve my continuing Facebook access issue -- 2

Whenever I attempt to get into Facebook for the non-profit Sacramento Valley Crime Stoppers, I get the message: "Account Temporarily Unavailable. Your account is currently unavailable due to a site issue. We expect this to be resolved shortly. Please try again in a few minutes." This has been going on for months. I also cannot connect Instagram to the account because of the error. The work-around has been to go to [login to view URL], click of Go To News Feed, and then I get to the page and a shortcut to the account. I cannot make any changes, even though I am an Admin. My personal account does not show me as having rights to manage any other pages.
