Build an online plan take off system

Basically we need to create an online estimating take off application to our online construction project management system.
Ideally we would be able to upload a pdf document of architectural plans to the system.
Have those plans indexed into pages.
Display selected plan page for tracing / markup.
Define or measure the scale of uploaded plan.
And then using a couple of tools be able to measure linear length - ie wall lengths, square area including the ability to subtract an internal area, complex area and assign each of those measurements to a material definition.
It would also be good if we had the ability to count various items and assign those counts to a cost base - ie power points, doors, corners etc.
Ideally each material definition would then be able to highlight its respective markup on the plan.
Ideally we would be able to save layers to our database using json to interact and be able to reload the layers back from the database.
I anticipate that this would be done in a combination of js and Canvas or SVG and would need to integrate into bootstrap.
At the moment, we are after a quote for a proof of concept but would anticipate ongoing work as we fine tune the tools ability over time.
