Development of Landing Page (Home Page) for a business

I am a software developer and I am looking to outsource a small project. One of my clients wants a landing page for his domain. It should consist of menu items which redirect to the same page using anchors, rotating images for banners, about us section, our services section and contact us (no contact form, just contact details and Google Maps) section. Additional 2 areas might be required using similar layout of others.
Technical: The page has to be built purely with HTML, CSS & JS. No server side technologies please. The template has to be provided by the chosen candidate and accept a maximum of 3 iterations. Logos, images and texts will be supplied. The website should work well on all browsers and developed for all devices (responsive). Light libraries are accepted together with jQuery & Bootstrap.
NOTE: Due to the unprofessional attitude of a few bidders who increase their price during chat I emphasize that price increases during discussion is not an option so we better not waste our time. Bidders doing so without any reason (due to requirements are set in the description) will be immediately reported.
