I have a file containing a data structure with key->value pairs (or records and fields?).

The key is in plain English and the value is normally a number. When I open it in notepad, the number is being interpreted as an ascii value. So for example:

heal_food_cost

The key is: heal_food_cost

The value is:

The hexidecimal ascii code for that letter is 14 which in decimal is 20.

I know in this instance that 20 is correct.

Here is another example:

food_cost2

The hexidecimal ascii code for that letter is 32 which in decimal is 50. This is correct

However, when the value is more than two hexidecimal characters I am unable to interpret it:

coin_costô

The value here should be 500

Another one:

food_costè

Should be 1,000

So aside from working out how to decrypt the values, I would like a tool to read the file and rebuild it as a table (that can be openned in Excel).

To test that you are able to read the values correctly please tell me what this value should be:
