Optical Mark Recognition (OMR) Image Processing Function for .NET -- 2

I am looking for an image processing expert familiar with OMR and OCR technologies on a .NET platform to write a library function that would take a standard TWAIN scanned image in say a .TIFF format with a preset small number of OMR ovals or rectangles and accurately count the state (0 or 1 / off or on) and position of a human scored target in the .TIFF image file. Scanning and image pre-processing would not be part of this project. What I am really looking for is to create a short-form for our users to score some survey questions. Then, we will scan the form and we wish to have a library function be able to accurately register the scored values (again, off or on or a simple score of 1 through 5 ovals) per question. We don't have the luxury of an online survey form for this application hence the need of an old-fashioned hand scored answer / suvery sheet. The template form will not change much but I need to be able to create a baseline anchor map (position map) for the questions and score answers on a base sheet. The trick here is that I don't want to use an expensive or cumbersome third-party image libary, just the native .NET libraries for this bear bones functionality. I imagine the resultant API function exposed would be something like: Dim Results() as Integer Results = OMRScore("[login to view URL]", "[login to view URL]") Where Results stores the array of integer on/off results for each oval contained in targetimage.tiff. [login to view URL] would create any anchor or template positioning information needed by the library call to figure out where all the possible targets could be on a scanned form. That's it, tricky for me, but hopefully a cool little project for someone who understands image processing! Thank you!
