I am looking for a small app to take a csv with header columns (and a tick box for the option without headers) and convert this to dBase 3+ format with the headers as the field names (in CAPS). It would need to run in a 32bit environment.

Hello. I've checked your example files and as I see all columns are converted to character type fields, so this won't be hard. Only thing that isn't fully clear is what to do if there is no column headers in csv file, some automatic naming or do you have something else in mind? This can be small command line application, perfectly suitable for calling from batch file. Please contact me if you are interested, I can probably lower my bid once I'll know all details.
