I am looking for a developer that can help me create a Windows desktop application that can interface with off-the-shelf activity trackers that monitor heart rate. This application needs to monitor two things: 1. Bluetooth signal quality, and 2. Current heart rate The application must be able to lock the Windows machine if either the signal quality or heart rate hits a threshold set by the end user in the application.
