PCB Design, Fabrication, and Assembly

Is there anyone who has worked with a Fab house to have a PCB fabricated and assembled that includes numerous SMT and BGA components? Ideally you'll be able to go from schematics (I will provide) to designing a board and then communicate with the Fab house to have the board assembled with all components on it. So you'll probably need to know how to create a layout chart, and pick and place report. I'll pay $1 per pin so I estimate $1000 plus the cost associated with the build. Bonus if you're able to work with 4PCB for Fabrication and Assembly. Project start date would be closer to the end of the month.
