Write an iPhone/Ipad application for a Cafe

Need two types of apps; one for the iPad's of the Cafe and other public for download and use. For both apps, nice appearance and appealing presentation is a must. Of course, those only initial thinking and i would appreciate your expert input and suggestions. For the public one; 1. Native with phone operation system for fast processing. 2. A user can book/reserve a seat then order food and drinks along a book of his choice from our collection 3. We have to have the ability to update the food and book store databases of the app. 4. A feature to like, dislike and review menu items and books For the cafe iPads app: 1. Somehow there is a linkage between the public app and this one. Perhaps, two are one but this one with safety/security features that perhaps disable the iPad once is been taken away of the cafe network to prevent theft. 2. We are thinking to charge using the iPad per hour usage with fees of our choice. That may increase or reduce. Please incorporate a system of timer and accounter and the user would have the choice to pay online or at counter. Perhaps, also a receipt issuing per online to persons email.
