Simple Rental Property and Contact Site

I need a website or software application to hold information and images on rental properties to be managed by the website's Agents. If it is an application then it must communicate with a database on a hosted server securely. The primary requirements are as follows - Agents will enter new Properties in the database and will be connected with Landlords - Administrative Agents will create LAndlords and optionally assign the Landlord a login for them to edit their own properties. - Landlords can sign in to add/edit their own properties, or agents can edit properties - A new potential renter is manually entered into the system by an agent with administrative rights and assigns the new renter to a different agent as the agent who will "own" the renter. - When a renter is created he has certain preferences set up as to his preferences for what type of property he/she is interested in. - The renter will be linked to the property in the database after they have been placed into a property. - Agents will manage Renters from their pre-application status through placement in their rental property. - The agent has a "renter summary" or "dashboard" page/screen that shows each renter in his work queue, sorted by their status in the process. This is essentially the agent's to do list. - An agent can schedule a showing for a renter on a given property - An agent can create a follow-up on a renter's account, which will show up in the agent's dashboard - Notes/Comments can be saved on renters. - Notes/Comments can be saved on the "to do" list entry for that renter. - Nothing is ever deleted, only archived - Agents can search the properties in the database based on the preferences in the renter's profile - There is a landing page that new potential renters will surf to, to find and search rental properties. This is the only public part of this project. A single landing page or two that allows a renter to search for properties in the database based on the filters on the screen (passed in to the database). Renters do not have to create a log in to search for properties, but may optionally create one if they want to save their search results. - The database is saving each search for historical information purposes. The database has already been built for this in MSSQL 2008 but will likely end up being 5% - 10% different once project is completed. Some work has already been mocked up with this via a windows application, but this would be for a website. This must be done in ASP .Net and with MSSQL 2008. Preferably using the Entity Framework or WCF Data Services. If you are skilled at Silverlight, and it would slow down development, then that is preferred as well providing you know the proper way to still utilize Silverlight's SEO abilities. A very quick turnaround is needed on this. If I am very satisfied, this will have continual work/support and will be ongoing. We prefer to let you take the project and run with it, but you will liason with one experienced .Net Architect who would prefer to not have to be involved in what you're doing, other than general guidance as to the requirements and technical needs of our environment. Much of this project will simply be a bunch of forms that are databound for CRUD operations. We have a QA engineer that will do testing. You will need to be able to respond relatively quickly to anything sent to you from him. Please provide me with your skill level on each of the technologies I've mentioned and if you'll be available for additional related projects at any point should it be offered to you. Web designers with minimal coding experience won't be a fit for this one as we need it done quickly and effectively.
