create a website using HTML with a message board and download section examples included

I am looking for a person or team to create an HTML based website with that has a message board, and a download section included in the site. 1) The website should be easy to be modified without any experience in the HTML language. 2) Include a Forum/Message Board Section using phpbb or other open source. 3) Including a download section that only the webmaster and put software in. 4) create a small logo 5) full documented source code - for upgrading/editing purpose. Please send me some of your previous work experience (if permissible) or screenshots, especially websites that deals with SEO or message boards.
