Creating a #C program for windows embedded systems or windows IOT core

I would like to find a programmer for their knowledge of windows embedded systems or windows IOT core. We will be creating software for a: Minnowboard Turbot combined with a SILVERJAW LURE + Msata ssd + Bluetooth and wifi Mini-pcie card But to start with, before we can take on the larger job of creating this software, i first need to find a suitable platform and programming. I have listed this as a simple project to gather information prior to increasing the budget. Once all the required information about the software and hardware is decided. We can start the project. I will then send all required hardware pieces to the software engineer to begin work. I would like to work with a windows based solution, so that we can easily port the existing app for the embedded system into a windows home solution too. But perhaps there are better ways? The software will ultimately be a embedded portable device capable of communication between blutooth devices and wired devices. This device will be a agricultural device.
