As per your description I'm confused, you want to upload files and merge it with existing HTML and show it as PDF? What does it mean, "User needs to be able to upload PDF's (among other file formats) and those PDF's need to be added preferably as an image onto a PDF being created when user submits form.". if I understand, user is submiting form and its output as PDF.
