Custom PhpBB 3.1 Subscription/Whitelist/RCON extension

Looking at getting a php3.1 extension made to manage subscriptions and then send RCON commands to game servers once subscription confirmed (using a php based RCON script). Overview: I want a extension to record a SteamID of a user, associate it with a user account in the forum, then create a transaction with paypal, once confirmed use a php based RCON script to send a whitelist command to a ARK: Survival Evolved server, adding that steamID to the whitelist so they can join immediately. If the subscription fails, or is cancelled, that steamID is then removed from the server, user is removed from subscriber groups but steamID is still recorded (unchangeable by user). Requirements: must be workable for PhpBB 3.1 and PhpBB 3.2 must work with the Pro Silver + PBTech Theme user must have an account on the forum before getting access to the subscription page.
