Are you looking for a way to record videos in 16:9 using your ipad pro? Are you looking for an option to crop the video in order to fit the given aspect ratio? Or do you want to just remove the black bars and fill those black areas with any other content or by using the same content itself.

Bid is per video. I would go and adjust the aspect ratio and attempt to up-convert video to acceptable youtube resolution. Depending on original quality of ipad video, it may not up-convert enough to look flawless on larger screens.
