Write small Windows program in Visual Basic / VS 2010

I need a program written in Visual Basic 2010. I would like the programmer to have access to a library to give Office-like look to buttons and other components. I'm looking for a professional look. Basically the program will have three screens/menu options as follows. Screen 1: 1.1 Has a line chart which should plot a value provided in real-time. I already have everything written to provide that value. The ranges of the chart will be chosen on a different screen (screen 3) by the client. 1.2 Has 5 options that will read values real-time and show them either on or off (green or red little circles would work). I will provide the code to know if each of those values is on or off. 1.3 May show two or three labels with numbers that change in real time. I will provide the code for them. Screen 2: It will have 5 options. 3 of them are on/off switchs-buttons. It needs to read the status of the button and change the setting to on or off. I will provide the code to read the status and to set those on or off. The fourth option is a slider. The fifth option will give the user the ability to pick a range (something pretty that would work with touchscreen is better) and will store it in a text file. Screen 3: This screen will have 3 options (people can click one of the three). Each one of those options will trigger a series of commands in sequential order. I will provide the code (or code example) for those commands. There is a fourth screen with additional work that will be added later. I'm basically looking to establish a long-term relationship with a programmer. These
